CPFB serves as a vital link between the food industry and those in need, distributing millions of pounds of food to individuals and families through a network of partner agencies. Position Summary: Joe Arthur, the Chief Executive Officer of the Central Pennsylvania Food Bank, recently shared his plans to retire at the end of 2028. As part of a long-term succession plan, CPFB is now launching a search for its newly created position of President. The President will initially report to Joe for a period of assimilation and will ultimately succeed Joe as CEO. Once the President is promoted to CEO, Joe will focus his efforts on raising funds for CPFB in the role of Chief Development Officer. Joe has been serving in this additional capacity for most of 2024 and has been CPFB’s principal ambassador for over 12 years. The President will work with the CEO and the executive management team of the Central Pennsylvania Food Bank (CPFB), with specific responsibilities directed toward new business development and operational best practices, fund development, financial reporting and controls and other strategic initiatives.

Job Accountabilities:

  • Serve as an inspiring and motivational leader to a highly skilled and committed group of staff, volunteers, partners, and other external supporters.
  • Maintain and deepen strong organizational culture and values, in particular its commitment to equity, diversity, inclusion and belonging (EDIB).
  • Facilitate new business opportunities by engaging public and private partnerships, county lead agencies, new relationships, and other viable entities.

  • In consultation with the Chief Programs Officer and VP/Director of Operations and Logistics, market and further develop the CPFB wholesale purchased products program throughout the entire 27-county service area.
  • In consultation with the Chief Executive Officer and Chief Development Officer, support the donor relationship function, more specifically major gift relationships and assist in identifying potential sources of funding and support the application for funding from both public and private sources.
  • At the direction of the Chief Executive Officer, nurture and expand key external relationships.
  • In consultation with the Chief Executive Officer, support CPFB strategic planning process.
  • In consultation with the Chief Executive Officer, the Chief Programs Officer and the VP/Director of Operations and Logistics, facilitate the expansion of special program initiatives.
  • In consultation with the Chief Administrative Officer, evaluate and improve CPFB compensation policies and practices.
  • In consultation with the Chief Financial Officer, review and improve the financial reporting function, internal controls, and investment management.
  • In consultation with the Chief Executive Officer and Chief Equity Officer, improve and nurture relationships with elected officials and community leaders and advocate directly at the local, state, and federal levels for improvements in government food programs and policies.
  • In consultation with the VP/Director of Operations and Logistics, review strategic change in CPFB business model, recognizing the decline in food donations from both the public and private sector, and research opportunities for other business ventures.
  • In consultation with the VP/Director of Operations and Logistics, review warehouse operations and ensure efficiency and sound vendor relationships, and distribution of food products.
  • In consultation with the Executive Team, develop and refine performance measurements and procedures for capturing and reporting progress in growth and capacity to achieve our mission.
  • Provide advice, counsel, and support to the Chief Executive Officer.
  • In the absence of the Chief Executive Officer, represent the CPFB with regional and national organizations and partners, staying abreast of trends in food banking and related business.
  • Assist in the development, implementation, and monitoring of the budget.
  • Provide responsible, forward-thinking leadership regarding the appropriate development of an internal infrastructure that supports the CPFB’s future goals and potential growth. 
  • Attend special events and other community outreach activities.
  • At the direction of the Chief Executive Officer, work with the CPFB Board, Executive Team, and other appropriate partners to identify needs for program growth and/or development to advance the primary mission of the CPFB.

 

Other Duties:

  • In instances of a federal, state, or locally declared emergency, CPFB is typically considered an essential service and emergency responder; all of its employees may be called in to perform regular or emergent duties.

Supervisory Responsibilities:

  1. May directly supervise 0-9 employees.
  2. Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws. 
  3. Responsibilities include interviewing, training, planning, assigning and directing work, addressing complaints, and resolving problems.

 

Compensation

The annual salary range for this position is $190,000 - $248,000. CPFB also provides generous benefits including employer contributions to a health insurance plan, employer contributions to a retirement plan, and generous paid time off.

 

 
Requirements

Education and Experience:

Education:

  • Bachelor’s degree is preferred. 
  • Additional years of experience and certifications would be considered in lieu of having a Bachelor’s degree. 

Experience:

  • Governance, policy setting, and compliance experience in another large food bank or relevant business or organization, where creativity and innovation in programs are valued. Ability to govern and lead an experienced leadership team.
  • Can demonstrate, through a clear record of past achievements, the ability to operate in a multilevel, mission-driven organization.

 

Knowledge, Skills, and Abilities:

  • Passionate about working for an organization that values and promotes EDIB. Willing to embrace the food bank’s EDIB journey. 
  • Passion for the Food Bank’s mission, core values, including commitment to ending hunger. 
  • Ability to understand and work with the diverse dynamics of a non-profit as well as multi-cultural populations.
  • Proven leader with knowledge of management, administrative, and development functions and proven ability to collaboratively work with the leadership team.
  • Compassion, integrity, and ability to relate to people of varied economic, racial, ethnic, and religious backgrounds.
  • Demonstrated networking skills and ability to sustain and build partnerships and collaborations.
  • Must bring to this position a high degree of energy, integrity, and creativity as well as the analytical, organizational, and personal qualities that will command respect and cooperation from the staff.
  • In the absence of the Chief Executive Officer, must have demonstrated success in high-level, multi-location management of staff and volunteers.
  • Comfortable working and communicating with a wide range of audiences, such as high net worth individuals, community, corporate and governmental leaders, food bank recipients, the press, and the public.
  • Must demonstrate strong interpersonal skills and an outstanding ability to lead and manage a team of professionals from different cultures, mindsets, and areas of expertise.
  • Ability to develop highly diversified teams working together inside and outside of CPFB with a shared purpose to utilize best practices and create partnerships that leverage resources to achieve our mission.
  • Must possess extensive multi-cultural management experience.
  • Must have the ability to set priorities and to develop, review, and implement budgets and cost control policies.
  • Must display strong organizational and planning skills and an attention to detail.
  • Must be able to manage/resolve conflicts arising in different dimensions.

  • Experience working with a Board of Directors and in shepherding the talents of a complex group of volunteers and other friends of the organization with different priorities and agendas.
  • Must demonstrate self-confidence, authority, and enthusiasm.
  • Must possess superior writing and communication skills that are effective with a wide range of audiences.
  • Must demonstrate a clear commitment to the CPFB’s success and its mission; demonstrate values, goals, and aspirations commensurate with the mission of the CPFB. 
  • Must have the ability to define problems, collect and analyze data, assess options, draw conclusions, and make recommendations, and exercise considerable initiative and judgment.
  • Must be entrepreneurial and focused, with experience motivating and organizing people and projects with limited resources.
  • Must be able to articulate a vision and inspire enthusiasm across various constituencies in support of the mission of the CPFB.
  • Ability to successfully complete a criminal history background check.
